Time is passing and time is running out. The elections are in one month. Where are the 2024 financial statements for the municipality of North Hatley? Where can we get explanations about the municipal debt? For now, there is radio silence from the administration. Yet shouldn’t we know our public finances inside and out? Excuse me, but we are in North Hatley, not Montreal.<\/p>\n\n\n\n

M. Antoine Reed a questionn\u00e9 la municipalit\u00e9 au mois d\u2019ao\u00fbt dernier sans obtenir de r\u00e9ponse<\/a>. La seule r\u00e9ponse qu\u2019il a re\u00e7ue est une mise en demeure oppressante et d\u00e9nigrante que vous pouvez consulter ici. <\/a> Encore aujourd\u2019hui, M. Reed n\u2019a re\u00e7u aucune explication.<\/p>\n\n\n\n

Pourquoi la municipalit\u00e9 de North Hatley ne prend pas le temps de faire un bulletin municipal pour expliquer le calcul de la dette<\/a>, les raisons des \u00e9tats financiers 2024 non d\u00e9pos\u00e9s ainsi que les raisons du non-remboursement de la dette en 2024. La municipalit\u00e9 a rembours\u00e9 seulement 61\u202f337 $ sur la dette en 2024. <\/a> Il y a sans doute une explication!<\/p>\n\n\n\n

Permettez-moi de relancer la municipalit\u00e9. Pour ma part, faute avou\u00e9e, \u00e0 moiti\u00e9 pardonn\u00e9e. Est-ce que l\u2019administration actuelle essaie de gagner du temps temps pour s’expliquer apr\u00e8s les \u00e9lections municipales? <\/p>\n\n\n\n

Je ne veux pas \u00eatre alarmiste, mais ce n\u2019est tout simplement pas normal de rester muet sur des sujets d\u2019une telle importance en pleine campagne \u00e9lectorale. Surtout pour une mairesse et des \u00e9lus qui sollicitent tous un autre mandat.<\/p>\n\n\n\n

J\u2019estime que la population a le droit d\u2019obtenir les rapports financiers demand\u00e9s et des explications sur la dette municipale qui touche le portefeuille de tous les citoyens du village.<\/a> Surtout que la taxe fonci\u00e8re est parmi les plus \u00e9lev\u00e9es du Qu\u00e9bec. C\u2019est une demande qui me para\u00eet tr\u00e8s l\u00e9gitime. Merci \u00e0 M. Reed pour son travail acharn\u00e9 et son courage.<\/a><\/p>\n\n\n\n

Plusieurs citoyens veulent savoir \u00e0 quelle vitesse on rembourse r\u00e9ellement notre dette, quand sera-t-elle termin\u00e9e et quand pourra-t-on enfin voir une baisse des taxes \u00e0 North Hatley<\/a>. D\u2019ailleurs, une partie de la population s\u2019inqui\u00e8te quant \u00e0 l\u2019augmentation importante des frais administratifs au cours des derni\u00e8res ann\u00e9es pouvant venir reporter dans le temps une possible baisse de taxes fonci\u00e8res. <\/a><\/p>\n\n\n\n

En tant que citoyen, on s\u2019attend \u00e0 une saine gestion financi\u00e8re de la part de notre administration municipale. Surtout dans une municipalit\u00e9 endett\u00e9e comme North Hatley. On paye la dette municipale avec nos taxes fonci\u00e8res via le service de la dette. On s\u2019attend \u00e0 ce que notre dette soit rembours\u00e9e au plus vite.<\/p>\n\n\n\n

C\u2019est pourquoi les rapports financiers officiels doivent \u00eatre rendus disponibles \u00e0 la population dans le d\u00e9lai pr\u00e9vu, soit au 30 juin de chaque ann\u00e9e. C’est un enjeu politique qui influence le vote des citoyens, surtout en p\u00e9riode \u00e9lectorale. <\/p>\n\n\n\n

Et si nos r\u00e9sultats financiers \u00e9taient une catastrophe? Ce n\u2019est sans doute pas le cas, mais le simple fait de ne pas communiquer avec la population sur le sujet laisse planer le doute.<\/p>\n\n\n\n

Encore aucun bulletin municipal n’a \u00e9t\u00e9 envoy\u00e9 pour clarifier la situation. Pourtant, la municipalit\u00e9 de North Hatley n’h\u00e9site pas \u00e0 publier des bulletins pour partager \u00e0 toute la population sa pr\u00e9sentation du plan directeur, ses appels d\u2019offres du b\u00e2timent de la plage et pour mettre de l’avant son travail acharn\u00e9 \u00e0 renverser le d\u00e9ficit et r\u00e9duire la dette municipale. <\/p>\n\n\n\n

Pardonnez-moi, mais d\u2019apr\u00e8s ma lecture, les rapports financiers 2024 sont probablement disponibles puisque Mme Gerrish pr\u00e9cise ceci \u00e0 M. Reed dans sa mise en demeure :<\/a><\/p>\n\n\n\n

\u201cSi vous aviez un quelconque souci d\u2019objectivit\u00e9, vous n\u2019auriez pas publi\u00e9 des chiffres erron\u00e9s. Les chiffres et les faits que vous relatez sont inexacts. Notamment et non limitativement, vous incluez, dans vos calculs, des montants attribu\u00e9s aux R\u00e9gies sur lesquels la municipalit\u00e9 n\u2019a pas de contr\u00f4le et vous omettez de tenir compte de montants aff\u00e9rents \u00e0 des subventions. \u201c<\/a><\/em><\/p>\n\n\n\n

\u201cAu surplus, il s\u2019av\u00e8re que les chiffres sur lesquelles la mairesse Mme Gerrish s\u2019est fond\u00e9e ont \u00e9t\u00e9 valid\u00e9s par la firme de v\u00e9rificateurs de la Municipalit\u00e9. Notre cliente consid\u00e8re que les chiffres de ses v\u00e9rificateurs ont certainement une cr\u00e9dibilit\u00e9 bien sup\u00e9rieure aux v\u00f4tres.\u201d<\/a><\/em><\/p>\n\n\n\n

Malheureusement, c’est une habitude pour l\u2019administration actuelle de taire l’information. Si vous avez lu mes articles, vous savez que toutes mes demandes d\u2019acc\u00e8s \u00e0 l\u2019information n\u2019ont jamais abouti.<\/a> Je connais bon nombre de citoyens qui vivent la m\u00eame situation. Dans mon cas, m\u00eame la commission d\u2019acc\u00e8s \u00e0 l\u2019information (tribunal administratif) a demand\u00e9 \u00e0 Mme Gerrish de me fournir les documents demand\u00e9s \u00e0 plusieurs reprises. Mme Gerrish n\u2019a tout simplement jamais r\u00e9pondu \u00e0 la commission pour finalement mettre un avocat en charge 24 heures avant l’audience. Le tout au frais des contribuables<\/a>!<\/p>\n\n\n\n
