An elector is any adult person of Canadian citizenship who is not disqualified (s. 53 or by a judgment under art. 288 of the Civil Code of Qu\u00e9bec) and who meets one of the following conditions:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>is domiciled within the municipality and has been domiciled in Qu\u00e9bec for at least six months; <br><br><strong>or<\/strong><br><\/li>\n\n\n\n<li>has, for at least 45 days, been the owner of an immovable or the occupant of a place of business (within the meaning of the <em>Act respecting municipal taxation<\/em>) located within the municipality.<\/li>\n<\/ul>\n\n\n\n<p>Non-resident electors (owners or occupants of a place of business) must file an application for registration\u2014or a proxy in the case of a legal person or a co-ownership\u2014during the revision period.<\/p>\n\n\n\n<p>Reference : <a href=\"https:\/\/www.legisquebec.gouv.qc.ca\/en\/document\/cs\/f-2.1\">https:\/\/www.legisquebec.gouv.qc.ca\/en\/document\/cs\/f-2.1<\/a><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">My situation as an elector<\/h2>\n\n\n\n<p>As an <strong>occupant of a place of business<\/strong>, I filed my <strong>application for registration<\/strong> on <strong>September 22<\/strong>, using the designation form indicated by the returning officer (who is also the municipality\u2019s director general). I was then registered at 135 Main Street, in person at town hall, accompanied by witnesses.<\/p>\n\n\n\n<p>On the <strong>morning of October 22<\/strong>, having been summoned by the <strong>revision commission <\/strong>(<a href=\"https:\/\/northhatley.info\/en\/2025\/10\/26\/the-north-hatley-electoral-list-review-committee-composed-of-municipal-employees\/\">made up of city employees<\/a>) to provide additional documents confirming that I occupy my place of business, I submitted the documents by email (proof) and delivered them in person to the returning officer (including the Qu\u00e9bec business registry\u2014REQ\u2014extract), along with a second copy of the required form confirming my status as an occupant of a place of business at 135 Main Street.<\/p>\n\n\n\n<p>On the <strong>morning of October 23<\/strong>, I returned to ask the returning officer whether the commission required any further information. On each visit, I was accompanied by witnesses and kept audio recordings. I was told that nothing further was required and that we were awaiting the commission\u2019s decision.<\/p>\n\n\n\n<p>On <strong>October 23 at 1:46 p.m.<\/strong>, roughly two hours before the commission adjourned, I received an email informing me that I had been struck from the electoral list for insufficient information, without having been contacted by the reviewers. (You would then be the occupant of a business establishment.)<br>Have you been residing (occasionally) in North Hatley (continuously or not) for at least twelve months as of September 1, 2025?<\/em><br><br><em>If you answer yes to these three questions, you may be legally eligible.<br><\/em><br><em>Have a good day.<\/em><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">Withdrawal of my candidacy<\/h2>\n\n\n\n<p>This decision forced me to withdraw my candidacy in order to meet the first criterion of admissibility\u2014having the right to be registered on the municipal electoral list. Having been struck off, I temporarily lost that right. The day and time chosen by the commission for my removal (<strong>two hours before adjournment<\/strong>) eliminated any possibility of correcting my situation.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">Choosing transparency at the expense of my election<\/h2>\n\n\n\n<p>Although I could have maintained my candidacy and challenged the decision after the elections, I chose to respect the rules and act transparently, despite what I perceive as an unjustified manipulation\u2014which may later be explained as an administrative error stemming from a misunderstanding by the revision commission.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">My re-registration on the electoral list<\/h2>\n\n\n\n<p>According to my lawyer, I must appear again before the same revision commission, which sits only at specific dates and times and at locations indicated in the public election notice (posted at town hall and published on the municipality\u2019s website). Based on my search, no information currently appears on the website. The election notice marks the start of the electoral process.<\/p>\n\n\n\n<p>For this election, the revision dates have already passed, since they always take place before the voting days and vary from one election to another.<\/p>\n\n\n\n<p>I will therefore need to complete another application for registration, as an occupant of a place of business, as I have already done.
