Before making a decision, the objectives and implementation details must be clarified. After listening to a few citizens, opinions differ: some are in favor (&#8220;yes, go for it! I can never find a spot at the Saturday market\u201c), others remain cautious (\u201dmaybe\u2026 do we have a concrete plan?\u201c), and several are opposed (\u201dwe&#8217;ll make people pay and kill our businesses,\u201c \u201dwe&#8217;ve already tried it and it was a failure&#8221;). In my opinion, a decision of this magnitude requires rigorous studies and the presentation of scenarios to the public. I have looked at a few calculations and scenarios\u2014to be taken for what they are: a personal opinion.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>The basic issues to be decided<\/strong><\/h2>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>History<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">According to my research\u2014and my personal recollection of having used it\u2014a paid parking system was in effect in North Hatley around 2009\u20132010, then was withdrawn in 2015. Understanding the reasons for its implementation and abandonment would help avoid repeating the same problems. What happened? conversely, options with enforcement ensure compliance and turnover, at the cost of more intrusive collection.<br><\/li>\n\n\n\n<li>Sticker fees (residents\/employees) are low in dollar terms but consume administrative time.<br><\/li>\n\n\n\n<li>Without enforcement, compliance declines: I apply \u221220% to parking revenues and $0 in fines.<br><\/li>\n\n\n\n<li>The best net results come from longer time periods with enforcement (A or C), but this must be weighed against social acceptability (first hour free, etc.).<br><\/li>\n\n\n\n<li>\u201cMaximum potential\u201d results must always be linked to a specific scenario (A\u2013D) + a schedule (12\/8, 8\/8, 12\/12) + the state of enforcement.<br><\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Thoughts<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Paid parking from 9 a.m. to 9 p.m. seven days a week is likely to be very unpopular and quickly impact the local economy.<br><\/li>\n\n\n\n<li>Paid parking until 9 p.m. on weekends is also likely to be very unpopular and quickly impact the local economy.<br><\/li>\n\n\n\n<li>First, the objectives: if rotation and pedestrian safety are priorities, surveillance becomes almost unavoidable.<br><\/li>\n\n\n\n<li>If the objective includes stable revenue, consider an expanded perimeter (village center, PV, School Street, parking at the bottom of the elementary school) and a free first hour to limit the perceived impact on businesses.<br><\/li>\n\n\n\n<li>Also test sensitivities of \u221230% \/ \u221240% \/ \u221250% \u201cwithout surveillance\u201d to objectively assess the risk.<br><\/li>\n\n\n\n<li>Ideally, from a financial standpoint, it is preferable to also implement paid parking in the village center to increase net profits and avoid exodus and congestion from the river park to the center, at the risk of the center.<br><\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>In summary<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">In a case where profits are not the main objective, in my opinion, a scenario of paid parking on weekends from 9 a.m. to 5 p.m. only at Parc de la Rivi\u00e8re is conceivable without supervision and with the first hour free. The profit is low, but so is the risk to the local economy. The whole thing can evolve over time to allow people to slowly get used to the concept. However, over time, many drivers may \u201ctake a chance\u201d if rumors circulate that there is no surveillance. Surveillance may be necessary to ensure payment for parking.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is possible to charge for parking on weekends in different locations to limit the exodus and congestion in the village center. Here are the potential revenues with paid parking throughout the village center.
