The procedure requires a draft bylaw, a public consultation (notice \u2265 10 days), and adoption no later than December 31 of the year preceding the general election. The bylaw is sent to the MAMH and the DGEQ and applies as of that election. In North Hatley (\u2248 675-690 inhabitants), this option is therefore legally available. <a href=\"https:\/\/www.publicationsduquebec.gouv.qc.ca\/fileadmin\/Fichiers_client\/lois_et_reglements\/LoisAnnuelles\/fr\/2024\/2024C24F.PDF\" target=\"_blank\" rel=\"noreferrer noopener\">Publications du Quebec+1<\/a><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Impacts to be weighed<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Governance<\/strong>: quorum of 3, fewer voices around the table; vigilance regarding the quality of public debate.  <a href=\"https:\/\/www.legisquebec.gouv.qc.ca\/fr\/document\/lc\/c-19?utm_source=chatgpt.com\" target=\"_blank\" rel=\"noreferrer noopener\">Legis Qu\u00e9bec<\/a><br><\/li>\n\n\n\n<li><strong>Costs<\/strong>: potential savings (to be calculated precisely according to the remuneration regulations and allowances in force). <br>Reference: Advisors\u2014base remuneration: $8,284.29\/year, expense allowance: $4,193.93 (annual total: $12,478.22).
