That accounts for 57.8% of all positions, a slight improvement compared with 62.7% in the previous election, but the overall picture remains troubling: local democracy is running out of breath.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">A democracy under strain<\/h2>\n\n\n\n<p>Two trends are combining:<\/p>\n\n\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li><strong>A shortage of candidates<\/strong> in many municipalities;<\/li>\n\n\n\n<li><strong>Low voter turnout<\/strong>, even where elections are actually held.<\/li>\n<\/ol>\n\n\n\n<p>In North Hatley, voter participation is relatively strong,<strong> but the number of uncontested seats remains high: 4 out of 6 councillors were elected by acclamation<\/strong>.
