However, allow me to offer a counterpoint: the absence of the minutes from October 1\u201441 days later\u2014undermines this effort and hinders the transparency and citizen participation that have been announced. I will be submitting an official request to the director general for them to be published quickly.<\/p>\n\n\n\n<p>Another idea: why not post the audio recordings online, which include questions from the public? And how can we follow these questions and the ensuing answers from month to month?<\/p>\n\n\n\n<p>Quick access to decisions is essential\u2014the MAMH plans to publish the minutes within 30 days. In the meantime, thank you to the Entre nous newsletter, which provides a summary of the November 10, 2025, meeting.<\/p>\n\n\n\n<p>To go further: continue to enrich the information, yes, but above all, strengthen citizen participation\u2014that is the key. For example, offer the possibility of accessing council meetings remotely and allow questions to be asked online. A detailed schedule will be published separately. Will the payroll remain at the 2024-2025 level or will it see a significant increase? To be continued. La part du Canton est de 91 952,85 $. Cette d\u00e9pense sera couverte par la subvention accord\u00e9e par le TECQ.<br><br><strong>R\u00e9gie intermunicipale des eaux de Massawippi : adoption du budget 2026<\/strong><br>Conform\u00e9ment au Code municipal du Qu\u00e9bec et \u00e0 l&#8217;article 603, le budget annuel a \u00e9t\u00e9 soumis au conseil et adopt\u00e9. La part de la municipalit\u00e9 pour la r\u00e9gie des eaux potables a \u00e9t\u00e9 fix\u00e9e \u00e0 85 % pour les co\u00fbts d&#8217;exploitation et \u00e0 75 % pour le remboursement de la dette. Ces conditions ont \u00e9t\u00e9 fix\u00e9es lors de la cr\u00e9ation de la r\u00e9gie. Le budget annuel pour 2026 est de 1 068 184 $, la part municipale pour les op\u00e9rations est fix\u00e9e \u00e0 310 837 $ et la part municipale pour le remboursement de la dette est fix\u00e9e \u00e0 164 434 $.<br><br><strong>R\u00e9gie intermunicipale de protection contre les incendies de Memphr\u00e9magog Est : adoption du budget 2026<\/strong><br>Une fois de plus, conform\u00e9ment au Code municipal du Qu\u00e9bec et \u00e0 l&#8217;article 603, le budget annuel a \u00e9t\u00e9 soumis au conseil et a \u00e9t\u00e9 adopt\u00e9. Le budget annuel de la r\u00e9gie de protection contre les incendies s&#8217;\u00e9l\u00e8ve \u00e0 1 963 789,71 $, la part de notre municipalit\u00e9 est fix\u00e9e \u00e0 120 120,48 $. Il est \u00e0 noter que, comme le service loue un espace dans notre b\u00e2timent, la part de North Hatley est r\u00e9duite du revenu de 30 000 $. Notre part s&#8217;\u00e9l\u00e8ve donc \u00e0 90 120,48 $.<br><br><strong>R\u00e9gie intermunicipale du Parc Massawippi : adoption du budget 2026<\/strong><br>La municipalit\u00e9 de North Hatley est membre du Parc, mais ne poss\u00e8de pas la plage situ\u00e9e \u00e0 Ayer\u2019s Cliff, qui a \u00e9t\u00e9 achet\u00e9e par les quatre autres membres de la r\u00e9gie. La plage et le Parc sont g\u00e9r\u00e9s par le directeur g\u00e9n\u00e9ral de la r\u00e9gie, mais leur entretien est assur\u00e9 s\u00e9par\u00e9ment. Le budget annuel est r\u00e9parti en cons\u00e9quence. Le conseil a adopt\u00e9 le budget annuel et l&#8217;a soumis aux cinq municipalit\u00e9s pour examen et adoption. Le budget du Parc s&#8217;\u00e9l\u00e8ve \u00e0 462 743 $. La part de North Hatley est fix\u00e9e \u00e0 24 087 $. Ce montant comprend notre part du remboursement du barrage et les frais de patrouill<br><br><strong>R\u00e9gie intermunicipale de gestion des d\u00e9chets solides de la r\u00e9gion de Coaticook : adoption du budget 2026<\/strong><br>Conform\u00e9ment au Code municipal du Qu\u00e9bec et \u00e0 l&#8217;article 603, le budget annuel a \u00e9t\u00e9 soumis au conseil et a \u00e9t\u00e9 adopt\u00e9. La r\u00e9gie a pr\u00e9sent\u00e9 son budget annuel pour 2026, qui s&#8217;\u00e9l\u00e8ve \u00e0 2 828 068,66 $. La part de North Hatley dans ce budget est estim\u00e9e \u00e0 28 098,00 $. Le tarif propos\u00e9 pour 2026 est de 142,00 $\/tonne pour la d\u00e9charge et de 100,00 $\/tonne pour les mati\u00e8res compostables. Il est important de noter que cela n&#8217;inclut pas le ramassage des ordures, mais uniquement l&#8217;\u00e9limination des ordures et du compost.<br><br><strong>Patinoire ext\u00e9rieure : attribution du contrat<\/strong><br>Compte tenu de la popularit\u00e9 et de l&#8217;appr\u00e9ciation de notre patinoire ext\u00e9rieure par la communaut\u00e9 locale, et sachant que la nouvelle structure ne sera pas pr\u00eate pour cet hiver, le conseil municipal a d\u00e9cid\u00e9 d&#8217;installer une patinoire temporaire pour la saison hivernale. Tom Price a soumis un devis d&#8217;un montant de 17 000,00 $, qui a \u00e9t\u00e9 approuv\u00e9 \u00e0 l&#8217;unanimit\u00e9 par le conseil municipal.<br><br><strong>Follow-up on November 10th Public Meeting<\/strong><br>November 10th marked the beginning of the mandate of 4 years for the newly elected council. Over the next several months we will be implementing new measures to improve our communications with the citizens. Here is a summary of the resolutions adopted by council at last night\u2019s public meeting.&nbsp;<br><br><strong>Monthly council meeting schedule<\/strong><br>In virtue of the municipal code of Quebec, the council must establish before the beginning of each calendar year the calendar of the regular monthly public meetings for the following year. The meetings will be held on the first Monday of the month (some exceptions due to holidays), and will begin at 7:00pm in the hall located in St.Elisabeth church. The calendar of dates will be posted separately.We also adopted the calendar of dates for the monthly CCUP meetings. It is important to note that all requests for permits that will need to be presented to council must first be submitted to the CCUP.In a future post we will explain the deadlines to be able to submit on time and the calendar of the meetings.<br><br><strong>Appointment of deputy mayor<\/strong><br>The council must establish and name by resolution a deputy mayor responsible for replacing the mayor in the event of their absence. The following will ensure that for 8 month terms each council member will assume this responsibility. A copy of this resolution must be sent to our bank. If for any reason these dates or names should change during our mandate, a new resolution must be adopted and resent to our banking institution.<br><br><strong>Renewal of collective insurance<\/strong><br>The cost of the collective insurance is shared between the municipality and its permanent employees in equal parts (50\/50) The cost of the collective insurance increased by 1.84% compared to 2025. The contract was given to Sun Life of Canada for the total annual cost of $32 984 this cost is again shared in equal parts with the permanent employees for an amount of $16 492.44 for the municipality.<br><br><strong>Hiring of a new administrative assistant<\/strong><br>Understanding the importance of having a person in charge of the administrative responsibilities to manage requests, respond to citizens and assist the administration is crucial. Considering that this position has not been filled on a regular basis for over a year, the municipality quickly went forward with a hiring process. The municipality received many applicants. We are happy to announce that Patricia Tanguay was chosen and hired to assume the position. We welcome her and are convinced that she will be a great addition to our administration.<br><br><strong>Hiring of foreman for the public works department<\/strong><br>The role of the foreman will be operational management for the department, standardization of procedures and asset management. After posting the job and conducting several interviews it has been decided to hire Francis Nadeau as our new foreman. We feel Francis will bring leadership and structure to the organization and are looking forward to working with him to build a strong and effective workforce.<br><br><strong>Approval of progress report #6 Vaughan road closure due to water looping project<\/strong><br>A previous resolution awarded the company Grondin excavation inc. the contract to complete the water looping to secure and allow the possibility to bypass if needed. Upon receipt of the progress report #6 in the amount of $146 883.17, and according to the agreement signed with the Canton at the beginning of the previous mandate the shared cost for North Hatley is $52 930.32. The Canton\u2019s share is $91 952.85. This expense will be covered by the grant provided by the TECQ.<br><br><strong>Massawippi intermunicipal water board: adoption of the 2026 budget<\/strong><br>In accordance with the municipal code of Quebec and article 603, the annual budget was submitted to the council and was adopted. The municipality\u2019s share for the potable water board was fixed at 85% for the cost of operations and 75% for the repayment of the debt. These terms were set when the board was created. The annual budget for 2026 is $1 068 184 the municipal share for the operations is fixed at $310 837 and the municipal share for the repayment of debt is fixed at $164 434.<br><br><strong>Mempremagog Est intermunicipal fire board: adoption of the 2026 budget<\/strong><br>Once again, in accordance with the municipal code of Quebec and article 603, the annual budget was submitted to the council and was adopted. The annual budget for the fire board is $ 1 963 789.71 the share for our municipality is fixed at $120 120.48. It\u2019s worth noting that seeing as the department rents a space in our building, the North Hatley share is reduced by the income of $30 000. Making our share $90 120.48.<br><br><strong>Intermunicipal board Parc Massawippi: adoption of the 2026 budget<\/strong><br>The municipality of North Hatley is a member of the Parc, but does not belong to the beach located in Ayer\u2019s Cliff which was purchased by the 4 other members of the board. The beach and the Parc are managed by the board&#8217;s director general, but are maintained separately. The annual budget is divided accordingly. The board adopted the annual budget and submitted it to all 5 municipalities for consideration and adoption. The budget for the Parc is $462 743. North Hatley share is fixed at $24 087.00 This amount includes our share of repayment of the dam and the patrol fees.<br><br><strong>Coaticook Regional intermunicipal solid waste management board: adoption of the 2026 budget<\/strong><br>In accordance with the municipal code of Quebec and article 603, the annual budget was submitted to the council and was adopted. The board presented its annual budget for 2026 at $2 828 068.66. The budget allocation for North Hatley is estimated at $28 098.00. The proposed rate for 2026 is $142.00\/ton for landfill and $100.00\/ton for compostable materials. Important to note this does not include garbage pickup, this is strictly the disposal of garbage and compost.<br><br><strong>Outdoor skating rink: awarding of contract<\/strong><br>Considering how well loved and appreciated our outdoor skating rink is by our local community, and understanding that the new structure will not be ready for this winter, the council has decided to install the temporary rink for the winter.
