In North Hatley, almost every access point to Lake Massawippi \u2014 as well as most nautical activities \u2014 is directly or indirectly controlled by the municipality:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>wash station<\/li>\n\n\n\n<li>boat-launch permits<\/li>\n\n\n\n<li>boat ramp<\/li>\n\n\n\n<li>marina dock rentals<\/li>\n\n\n\n<li>marina boat rentals<\/li>\n\n\n\n<li>municipal beach<\/li>\n\n\n\n<li>municipal dock<\/li>\n\n\n\n<li>Parc de la Rivi\u00e8re<\/li>\n\n\n\n<li>Dreamland Park<\/li>\n\n\n\n<li>pedestrian bridge<\/li>\n<\/ul>\n\n\n\n<p>On top of that, <a href=\"https:\/\/northhatley.info\/en\/2025\/05\/21\/what-is-an-extensive-water-related-activity\/\">extensive water-related activities (swimming, marinas, boat rentals, etc.)<\/a> are only permitted in three zones: <strong>P-8<\/strong> (municipal dock), <strong>P-9<\/strong> (Pleasant View Beach) and <strong>C-9<\/strong>, which is\u2026 more than one kilometre from the lake. Zones P-8 and P-9 are under municipal management.<\/p>\n\n\n\n<p>Finally, the <a href=\"https:\/\/northhatley.info\/2025\/07\/11\/la-reponse-de-bleu-massawippi-concernant-la-fermeture-de-la-parcelle-de-plage-du-parc-lobadanaki-de-north-hatley\/\">only remaining section of free public shoreline<\/a> \u2014 located at Lobanaki Park \u2014 and not managed by the municipality, was closed last spring to \u201cprotect the riparian buffer.\u201d<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">Municipality vs. private enterprise: two opposing logics<\/h2>\n\n\n\n<p><a href=\"https:\/\/northhatley.info\/en\/2025\/07\/09\/how-is-managing-a-municipality-different-from-managing-a-private-company\/\">Unlike a private business whose purpose is to generate profit, a municipality has a fundamental obligation to serve the public interest<\/a>. When revenue generation becomes the priority at the expense of accessibility, the municipality distances itself from its core mission.<\/p>\n\n\n\n<p>This is precisely what concerns me: ensuring <strong>lake access for everyone<\/strong>, not only shoreline property owners.<\/p>\n\n\n\n<p>In fact, <a href=\"https:\/\/static1.squarespace.com\/static\/67e18109f37fad2f919544f2\/t\/68d40b6afaa43c75e86bf5b3\/1758727018870\/2412-315_North+Hatley_PPU_Pr%C3%A9sentation+citoyenne+moyens+d%27action+-+V1R5.pdf\">enhancing landscape value and improving public access to Lake Massawippi are among the key objectives of the new Master Plan (Objective 2.3).<\/a><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">When revenue comes first<\/h2>\n\n\n\n<p>If a municipality prioritizes generating revenue over improving services to residents, public access to the lake inevitably becomes secondary.<\/p>\n\n\n\n<p>Across the entire Lake Massawippi, <strong>to my knowledge<\/strong>, only one company is authorized to rent both motorized and non-motorized boats: <strong>Location des Quatre Lacs<\/strong>.<\/p>\n\n\n\n<p>In 2024, this company obtained \u2014 through a call for tenders \u2014 the contract to operate the North Hatley marina for $10,000. <a href=\"https:\/\/www.northhatley.org\/wp-content\/uploads\/2024\/07\/PV-2024-07-08.pdf\">According to the minutes of July 8, 2024 (2024-07-08.16), they were the only bidder, as confirmed during the question period at the end of the document.<\/a> Strangely, I have never been able to access any information about this tender process, despite repeated requests to the municipal administration.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">Consequences of a restricted market<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>near-total absence of competition;<\/li>\n\n\n\n<li>almost no room for innovation;<\/li>\n\n\n\n<li>pricing oriented mainly toward tourists<br><a href=\"https:\/\/northhatley.info\/en\/2025\/07\/15\/rent-a-water-bike-at-the-north-hatley-marina\/\">(e.g., $22\/hour for a kayak, around $100\/hour for a pontoon).<\/a><\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">A lake under municipal control<\/h2>\n\n\n\n<p>In such a context, every additional barrier to public access becomes significant. <a href=\"https:\/\/northhatley.info\/2025\/05\/27\/plus-de-98-des-bords-de-lacs-et-rivieres-du-quebec-sont-enclaves-par-la-propriete-privee\/\">With the current rules<\/a>, it is reasonable to fear that, in the coming years, only waterfront property owners will still be able to fully enjoy Lake Massawippi.<\/p>\n\n\n\n<p>Otherwise, access will come at a steep price, effectively reserving the lake for a privileged portion of the population. Note that non-residents must already pay <strong>$10 per adult<\/strong> to access North Hatley\u2019s public beach. Also, a non-resident who does not have a mooring spot on the lake cannot obtain a boat-launch vignette. They must therefore pay <strong>$60 for each launch<\/strong>. Fortunately, they can rent a dock at the marina \u2014 which is now managed by the municipality.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">A worrying trend<\/h2>\n\n\n\n<p>Unless things change, the cost of accessing the lake will continue to rise, leaving the resource accessible only to a privileged few. Again, non-citizens already pay $10 per adult for beach access, and without a <a href=\"https:\/\/www.northhatley.org\/fr\/vignettes-2024\/\">mooring spot they cannot obtain a vignette and needs to pay 60$ per trip \u2014 though they may rent a dock at the marina, another source of municipal revenue.<\/a><\/p>\n\n\n\n<p>The real question is whether North Hatley residents are willing to sacrifice some of their tranquility in order to facilitate broader access to Lake Massawippi. Let\u2019s not forget: the lake belongs to everyone\u2026 but access must be possible.<\/p>\n\n\n\n<p>On that note, food for thought.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Let us recall that 98% of Qu\u00e9bec\u2019s waterways are private or inaccessible.
