The role of municipal elected officials (mayor and councillors)<\/h3>\n\n\n\n<p>Elected officials are the democratic representatives of citizens. Their role is not limited to managing infrastructure or adopting by-laws.<\/p>\n\n\n\n<p>According to the <em>Cities and Towns Act<\/em> and the <em>Municipal Code of Quebec<\/em>, they must notably:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>represent citizens<\/li>\n\n\n\n<li>promote public participation<\/li>\n\n\n\n<li>support social, cultural, and community development<\/li>\n\n\n\n<li>encourage community vitality<\/li>\n<\/ul>\n\n\n\n<p>In practice, this means:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>listening to and welcoming citizen initiatives;<\/li>\n\n\n\n<li>facilitating collective projects (events, activities, community projects);<\/li>\n\n\n\n<li>creating a climate open to collaboration;<\/li>\n\n\n\n<li>avoiding discouraging volunteer engagement when it complies with the rules.<\/li>\n<\/ul>\n\n\n\n<p>A municipality is not just an administrative structure \u2014 it is a local government.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">2. The role of the municipal administration<\/h3>\n\n\n\n<p>The administration (general management, employees, departments) has a different but complementary role.<\/p>\n\n\n\n<p>It must:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>implement council decisions<\/li>\n\n\n\n<li>support citizens in their processes<\/li>\n\n\n\n<li>clearly communicate rules and safety requirements<\/li>\n\n\n\n<li>facilitate compliant projects<\/li>\n<\/ul>\n\n\n\n<p>In other words: the administration\u2019s mission is not to block initiatives, but to make them possible in a safe and compliant manner.<\/p>\n\n\n\n<p>Examples:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>helping organize a citizen event;<\/li>\n\n\n\n<li>explaining required permits;<\/li>\n\n\n\n<li>coordinating fire safety or public works;<\/li>\n\n\n\n<li>proposing solutions rather than simply refusing.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">3. Why encouraging citizen initiatives is essential<\/h3>\n\n\n\n<p>Quebec government orientations in local development recognize that:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>citizen engagement reduces social isolation;<\/li>\n\n\n\n<li>stimulates the local economy;<\/li>\n\n\n\n<li>improves quality of life;<\/li>\n\n\n\n<li>strengthens a sense of belonging.<\/li>\n<\/ul>\n\n\n\n<p>In small municipalities \u2014 like those in Estrie that you know well \u2014 citizen initiatives are often the main driver of community life.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">4. The important limit: safety and fairness<\/h3>\n\n\n\n<p>Encouraging does not mean accepting everything without a framework \u2014 and that is perfectly normal.<\/p>\n\n\n\n<p>The municipality must also:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>ensure public safety;<\/li>\n\n\n\n<li>apply regulations fairly;<\/li>\n\n\n\n<li>manage legal risks and insurance.<\/li>\n<\/ul>\n\n\n\n<p>So the right balance is: yes to citizen initiatives, but supported and properly framed.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">Summary<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Yes, encouraging citizen initiatives is part of the political role of elected officials.<\/li>\n\n\n\n<li>The administration must facilitate and support, not discourage.<\/li>\n\n\n\n<li>The legal framework exists to support \u2014 not hinder \u2014 citizen participation.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">Are our elected officials encouraging citizen participation?<\/h3>\n\n\n\n<p>In North Hatley, over the past few months, I have noticed that I am not the only one with the impression that certain citizen projects are becoming particularly complex to set up and difficult to move forward. Many share the feeling that citizen initiatives are being managed in a restrictive way rather than truly supported or facilitated.<\/p>\n\n\n\n<p>I have owned the property located at 135 Main Street for over ten years. During that time, with the exception of Mr. Guy Veillette \u2014 with whom I have had the opportunity to speak on several occasions about citizen projects, and who has always been available, attentive, and open \u2014 opportunities for dialogue with other elected officials have been very limited, if not nonexistent.
