Some of these documents played a decisive role in the decision to demolish the building. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>However, <strong>these documents, which are essential to understanding the decision, do not appear to be publicly accessible<\/strong>.<\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">The Studies and Expert Reports at the Heart of the Decision to Authorize the Demolition<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">It should be recalled that the <strong>geotechnical study, at a cost of $12,350<\/strong>, as well as the structural analysis of the building, enabled the <strong>Demolition Committee, composed of elected officials Andrew J. Pelletier, Caroll Haller and Danielle Dupr\u00e9<\/strong>, to confirm the <strong>fragility of the structure<\/strong>, preventing it from being moved and leading to its demolition.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The October 7, 2024 resolution states that the committee made its decision \u201cin light of the studies and expert reports.\u201d<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It indicates:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>June 2024:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>receipt of the geotechnical study;<\/li>\n\n\n\n<li>structural analysis of the existing building.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Then, in:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>August 2024:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>receipt of the structural analysis;<\/li>\n\n\n\n<li>confirmation of the <strong>fragility of the structure<\/strong>.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The resolution then explains that the building is located within constraint zones and that the project is not eligible under the applicable regulatory framework in its current location, since it would be possible to move the building outside these zones.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But it adds a decisive element:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">the structural study of the building demonstrates that its structure will not be able to withstand being moved and that demolition followed by reconstruction will therefore be required.<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">It was therefore presumably <strong>between the return of the technical analyses in June and August 2024<\/strong> that the renovation project definitively shifted toward demolition followed by reconstruction.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The question remains, however: <strong>What exactly do these studies contain, and on what technical findings did the Demolition Committee rely to conclude that demolition was necessary?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Reference:<\/strong> Minutes of October 7, 2024 \u2014 Resolution proceedings, and now that a $4.078 million contract to demolish the existing building and construct a new one has been awarded, several questions deserve documented answers:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>What exactly does Granulab\u2019s geotechnical study conclude, and where can the study report be consulted?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>What exactly does the structural analysis received in 2024 conclude, and where can the study report be consulted?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Which report determined that the building could not be moved, and where can that report be consulted?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>What options for preserving the building were studied, and where can those options be consulted?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Was the reconstruction of the foundations, which was still part of the project in January 2024, the subject of a comparative analysis, and where can that comparative analysis be consulted?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>What were the estimated costs of the various options?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Which reports and expert assessments were presented to the three elected officials on the Demolition Committee before their vote?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The October 7, 2024 resolution itself states that the committee made its decision \u201cin light of the studies and expert reports.\u201d<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Making these documents available would simply allow citizens to review the same technical information that was used to make the decision.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>For a public project of this magnitude, this would make it possible to clearly understand what was studied, what was rejected, and why.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With that in mind, please provide me with these documents when they become available, ideally before demolition work begins.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">From a Renovation Project to Complete Demolition<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">One important element of the file is sometimes overlooked: <strong>the project did not begin as a demolition project.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Resolution <strong>2024-10-07.17<\/strong> of the Municipal Council indicates that, in <strong>May 2023<\/strong>, the Municipality submitted an application for financial assistance under the PRACIM program specifically for the <strong>renovation of the Pleasant View building<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The project was subsequently pre-selected, and the estimated cost of renovating and bringing the building up to code was approximately:<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>$1,596,000<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Reference:<\/strong> Minutes of October 7, 2024 \u2014 class=\"wp-block-paragraph\">On <strong>January 23, 2024<\/strong>, the Municipality authorized a geotechnical study.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Resolution <strong>2024-01-23.04<\/strong> is particularly noteworthy because it still describes the project as a <strong>reconstruction\/renovation<\/strong> project for the Pleasant View building.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It also specifies that the project was to include the <strong>reconstruction of the foundations<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The geotechnical study was required to assess the <strong>bearing capacity of the soil and foundations<\/strong> in relation to the project.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At that point, the complete demolition of the building therefore did not yet appear to be the option that had been selected.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On <strong>March 4, 2024<\/strong>, Council returned to the project.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Resolution <strong>2024-03-04.08<\/strong> still explicitly refers to the:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">\u201cPleasant View building renovation project\u201d<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">It specifies that the geotechnical study was required to determine the <strong>exact structural recommendations required for the project<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Three companies had been invited to submit bids:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Granulab: $12,350<\/strong><\/li>\n\n\n\n<li>FNX Innov: no bid<\/li>\n\n\n\n<li>NCL Envirotek: no bid<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The contract was therefore awarded to <strong>Granulab for $12,350<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Reference:<\/strong> Minutes of March 4, 2024 \u2014 Resolution <strong>2024-03-04.08<\/strong><\/p>\n\n\n\n<p 2024<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">During the same meeting on <strong>March 4, 2024<\/strong>, Council appointed the Demolition Committee.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to Resolution <strong>2024-03-04.10<\/strong>, the municipal by-law requires that the committee be composed of <strong>three members of Municipal Council<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The appointed members were:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Andrew J. Pelletier<\/strong> \u2014 Chair<\/li>\n\n\n\n<li><strong>Caroll Haller<\/strong> \u2014 Member<\/li>\n\n\n\n<li><strong>Danielle Dupr\u00e9<\/strong> \u2014 Member<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The same resolution appointed the following <strong>alternate members<\/strong>:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Elizabeth Fee<\/strong><\/li>\n\n\n\n<li><strong>David Wilson<\/strong><\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">This composition is particularly relevant to the Pleasant View file, since this committee would be called upon a few months later to rule on the demolition of the building.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is important to point out that this was therefore not an independent committee made up of experts in architecture, heritage, structural engineering or geotechnical engineering: <strong>all three committee members were elected municipal officials<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Their decision therefore had to rely, among other things, on <strong>the studies, analyses and expert reports presented to Plans<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">In <strong>May 2024<\/strong>, Council authorized a call for tenders for the preparation of preliminary plans and specifications for the project.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The corresponding resolution is <strong>2024-05-06.23<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Then, on <strong>July 8, 2024<\/strong>, Council awarded <strong>David Leslie Architecte<\/strong> an <strong>$8,500 plus taxes<\/strong> mandate for preliminary architectural planning.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Interestingly, the July 8 resolution still describes the file as a:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">Pleasant View building renovation project submitted to PRACIM.<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">Two proposals had been received:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Firme 1628 Inc.: <strong>$21,200<\/strong><\/li>\n\n\n\n<li>David Leslie Architecte: <strong>$8,500<\/strong><\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The Demolition<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">A public consultation of the Demolition Committee was held on <strong>September 3, 2024<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An article in <em>The Record<\/em>, published the following day by QCNA and written by <strong>William Crooks<\/strong>, provides a particularly interesting account of the meeting.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the article, the information presented during the consultation included:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>a <strong>severely deteriorated foundation<\/strong>;<\/li>\n\n\n\n<li>significant cracks;<\/li>\n\n\n\n<li>ongoing movement of the building;<\/li>\n\n\n\n<li>unstable soil conditions;<\/li>\n\n\n\n<li>instability compared to <strong>\u201cquicksand\u201d<\/strong>;<\/li>\n\n\n\n<li>stabilization that would have been costly and potentially temporary;<\/li>\n\n\n\n<li>no guarantee that stabilization would prevent further damage;<\/li>\n\n\n\n<li>the building&#8217;s location within a <strong>flood zone and shoreline buffer<\/strong>.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The article also reports that the project manager presented the findings of the studies during the consultation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the information communicated by municipal representatives during the meeting, <strong>demolition and relocation\/reconstruction were considered the only viable solution<\/strong> given the condition of the foundation and soil.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The article also confirms that the project had originally been presented as a <strong>renovation<\/strong>, estimated at approximately <strong>$1.6 million<\/strong>, including stabilization of the foundations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It states that the Demolition Committee assessed the project according to <strong>11 criteria<\/strong>, including structural integrity, historical significance and community impacts, before voting <strong>unanimously in favour of Council Upholds the Demolition Decision<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">On <strong>October 7, 2024<\/strong>, the matter returned to Municipal Council.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Resolution <strong>2024-10-07.17<\/strong> is probably <strong>the most important publicly available municipal document in the file<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-heading\">The Structural Analysis Is Equally Important<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">The October 7, 2024 resolution states that the structural study demonstrates that the building <strong>could not withstand being moved<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is an important distinction.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The resolution does not simply state:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>\u201cThe building is beyond repair.\u201d<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Instead, it sets out a multi-step rationale:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>1.<\/strong> The building is located within constraint zones.<br><strong>2.<\/strong> One possibility would be to move the building outside those zones.<br><strong>3.<\/strong> The structural analysis reportedly concludes that the structure cannot withstand being moved.<br><strong>4.<\/strong> The Municipality therefore proceeds toward demolition and reconstruction.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It would therefore be particularly relevant to consult <strong>the original structural report<\/strong> in demolition decision has been made, professionals have been retained, plans and specifications have been prepared, the public call for tenders has been issued, and <strong>a construction contract worth more than $4 million has now been awarded<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, the fact that the project is well advanced does not diminish the importance of understanding the process that led to this decision.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On the contrary, given <strong>the historic significance of the building, the magnitude of the expenditures involved and the public funding committed to the project<\/strong>, it appears reasonable that citizens should be able to easily consult the studies and expert assessments that formed the basis of the class=\"wp-block-paragraph\"><a href=\"https:\/\/www.northhatley.org\/en\/proposals-for-a-planning-process\/\">The municipality states the following on its website.<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Although the overall space has been predetermined and must meet the program\u2019s intended-use criteria, it will be up to the citizens of North Hatley to define the final uses of the space, in accordance with the conditions set out in the agreement. We hope that these uses will reflect the wishes of all North Hatley residents. A committee made up of citizens and municipal representatives will be established to gather the community\u2019s thoughts and opinions, followed by a public presentation to announce the results. More information will be provided once the village receives final approval from the program.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Limited use for North Hatley residents and, perhaps, residents of the Township of Hatley<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Of course, this use will be subject to certain conditions. First, use of the facility will be limited to North Hatley residents and perhaps residents of the Township of Hatley. The basis of the grant clearly emphasizes a strong commitment to the community.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>A building intended to host special events, including weddings<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The building cannot be used for commercial purposes. The project aims to provide the village with a year-round facility for the benefit of the community, including limited use for special family events, <strong>such as weddings<\/strong>.
