The Special Urban Planning Program (PPU) is a more detailed tool that generally applies to a strategic area, such as a downtown area or a village center.

While the master plan provides general guidance, the PPU specifies:

  • where to develop or increase density
  • what types of buildings to prioritize
  • what density to allow
  • what architectural style to promote
  • how to organize public spaces

It may also identify key projects such as parks, promenades, lake access points, a marina, or public squares.

The PPU is also often used to prepare amendments to urban planning regulations, particularly zoning.


The PPCMOI: Authorizing a Specific Project

The PPCMOI (Special Project for the Construction, Modification, or Occupancy of a Building) is a tool that allows for the approval of a specific project even if it does not fully comply with current zoning regulations.

Unlike the PPU, which plans an entire sector, the PPCMOI applies to a specific project.

In particular, it allows a municipality to:

  • approve a single project
  • adapt certain urban planning rules
  • impose development conditions
  • avoid having to amend the entire zoning plan for a single project.

The municipality then assesses whether the project is compatible with the area, with neighboring properties, and with the municipal vision.


Why do municipalities use this process?

The main objective is to plan and guide the area’s development rather than simply letting it happen.

These tools make it possible, in particular, to:

  • decide where to build and what density to allow
  • protect landscapes, heritage, and natural environments
  • support the local economy and businesses
  • improve public spaces and access to the lake
  • regulate private real estate projects

In a small tourist village like North Hatley, a PPU can have a significant impact because it can:

  • change the density of the village center
  • influence land values
  • allow for new real estate projects
  • redefine access to public spaces and the lake.

In summary

The municipal planning process aims to define a vision, establish guidelines, and facilitate the implementation of projects that align with the municipality’s identity and future.

Challenge: Balancing the diverse expectations of the villagers

The challenge remains to reconcile the expectations of a population with diverse interests and circumstances, bearing in mind that the majority of the lots in the village center targeted by the current PPU initiative have just been acquired by Vie North Hatley.
