Last spring, the Township of Hatley, a partner in the intermunicipal recreation agreement with the Village of North Hatley, chose not to renew the contract that allowed both municipalities to share certain services and the associated costs.

Earlier this year, the municipal council indicated that the administrations of both municipalities had been mandated to work toward a possible renewal of the agreement.

This collaboration remains important, particularly given the costs associated with recreational infrastructure. For example, during the 2024 summer season, the mayor noted that lifeguard salaries at the municipal beach alone totaled nearly $68,000.

Unknown financial results for the municipal beach

To date, no detailed financial statement (profit and loss) for Pleasant View Beach for the last season has been made public. It would nevertheless be relevant to assess the real financial impact of the Township of Hatley’s absence, as it instead chose to reimburse its residents for 50% of the cost of a beach access pass to North Hatley, without sharing operating expenses with the village. Has this new approach benefited North Hatley, or has it resulted in higher costs and reduced attendance from Township residents?

Interestingly, this model now allows the Township of Hatley to better measure the actual use of the beach by its residents, since they must submit reimbursement requests to their municipality.

As the summer season approaches quickly, one question remains: will the intermunicipal agreement be renewed or not?
